As an independent school, Centennial Academy receives government subsidies. Therefore,
all students attending Centennial Academy must provide a Certificate of Eligibility
for instruction in English as issued by the Quebec Ministry of Education.
The Charter of the French Language (Bill 101) stipulates instruction must be
provided in French in Quebec until the end of secondary studies. However, the
Charter also outlines certain exceptions whereby children are allowed to pursue
their studies in English at public or subsidized private schools. A certificate
of eligibility will generally be granted to children:

who did most of their elementary or secondary studies in English in Canada; or |
| • |
whose brother or sister did most of his or her elementary studies in English
in Canada; or |
| • |
whose father or mother did most of his or her elementary studies in English in
Canada; or |
| • |
whose father or mother attended school in Québec after August 26, 1977 and could
have been declared eligible for instruction in English at that time. |
As an amendment to this criteria, the Quebec Government adopted Bill 104 in June 2002, which states:
“… instruction in English received in Quebec in a private educational institution not accredited for the purposes of subsidies by the child for whom the request
is made, or by a brother or sister of the child, shall be disregarded. The same applies to instruction in English received in Quebec in such an institution
after (the date of this section coming into force will be announced in the fall
2002) by the father or mother of the child.
Instruction in English received pursuant to a special authorization under section
81, 85, or 85.1 shall also be disregarded.”
